What is a PAC?
A PAC is a voluntary, non-partisan fund through which employees can contribute to U.S. candidates who support Messer and its business objectives. Messer PAC was established to ensure that leaders in Washington understand how their decisions affect our business.
Why does Messer need a PAC?
Under federal law, corporations are prohibited from making contributions to any candidates standing for election. Forming a PAC is a way to become more active in the political process. It supports other government affairs activities, such as communicating with lawmakers or participating in trade associations which themselves work to influence policy decisions.
Are PACs ethical?
Yes. PACs are a legal and ethical way to participate in the election process. They are strictly limited and regulated by the Federal Election Commission (FEC). Contributions are distributed in a nonpartisan manner and disclosed to the FEC and other relevant state agencies. PACs are subject to strict rules on fundraising, contribution limits, and communications and are required to submit frequent and detailed reports that are made publicly available.
Does my contribution go to the candidates?
All voluntary funds are used to directly support candidates and committees. Under federal laws, Messer is permitted to reimburse the PAC for administrative costs and expenses such as bank fees.
How much can I contribute? Is there a suggested amount?
Federal law limits the maximum amount of $5,000 that any one contributor can contribute towards a PAC in a calendar year. Current suggested giving levels are listed on the enrollment form. All contributions are voluntary. You may give at, above, or below any recommended amount, or not at all without any fear of reprisal.
What methods are available to contribute?
Individuals are encouraged to enroll in recurring payroll deduction. The amount an individual selects will be deducted in equal amounts based on 24 pay periods per year. Payroll deduction will continue unless an individual requests to terminate their deduction.
Individuals may also contribute via credit card on the same enrollment form. Credit card contributions are one-time only. PAC membership is for the current calendar year. Credit card contributions need to be renewed each year to remain an active PAC member and receive any associated benefits or communications.
Is my contribution tax-deductible?
No. Your contribution is treated as a political contribution and is not tax-deductible.
Is my contribution publicly disclosed?
Yes. Messer PAC is required by law to report to the FEC the name, occupation, employer, and address of any contribution of $200 or more in a calendar year. These reports are filed on a regular basis and made available publicly.
Why is it necessary to engage in political giving?
No one is required to participate in the political process, whether as individuals or collectively as a company through a PAC. The decision to do so is voluntary and based upon the fundamental reality of our system of governance and elections in which Members of Congress must conduct (increasingly) expensive campaigns to win/retain their office. Messer PAC is a formal, transparent, ethical way to communicate our company’s support for those officials who understand and advocate for the issues that impact our collective future. By acting thoughtfully and transparently, we can have a positive impact on those issues so important to our business and growth.
Does this mean I can’t or shouldn’t make personal contributions outside of Messer PAC?
No. Nothing Messer PAC does is intended to replace or otherwise affect one’s own personal involvement in the political process. Whether you decide to participate in Messer PAC or not, all Messer employees are encouraged to exercise their constitutional rights however they feel appropriate.
How do I change the amount I am contributing to the PAC?
You may change the amount you are giving by recurring payroll contribution at any time by filling out the enrollment form on the Messer PAC website and selecting the new amount you would like to contribute. Any contribution replaces the current payroll contribution amount. If you wish to increase or decrease your contribution, select the level, or enter your own amount in the corresponding field.
Changes may take one-two payroll cycles to reflect on your paystub.
What if I want to cancel my PAC contribution?
If you would like to cancel your recurring payroll contribution, you may do so at any time by completing the cancellation form here. Intent to cancel your contribution must be captured via the form. Cancellations may take one-two payroll cycles to complete.
If you are departing Messer, any recurring payroll deduction will stop automatically when your departure is complete.
No action is needed if you contribute via one-time credit card.
